The Technical Note on Prevention No. 1,071 of the National Institute for Safety and Health at Work establishes the obligation on the part of the promoter of the works to compile the relevant information on the risks that may arise in the work and, consequently, on the measures to be taken. This obligation is covered by the wording of this document.

The objective of this study is to prevent possible accidents during the execution of the work, since said document contains the prevention and technical protection measures necessary to carry out the work in ideal health and safety conditions. The works with a Project will include, as one more chapter thereof, the Basic Study or Health and Safety Study in accordance with RD 1627/1997.

This document applies in construction works "without project" both to the figure of the Contractor when it contractually assumes the execution of the work with the Promoter) as well as to the figure of the Promoter when the latter contracts directly with freelancers to carry out the work.

The Plan is an obligation of the contractor of the work, which is defined in RD 1627/1997, article 2, section 1.h., as the natural or legal person that assumes contractually before the Promoter, with its own human and material resources. or third parties, the commitment to execute all or part of the works subject to the project and the contract. That is, it is the company that the property contracts to carry out all or part of the work.

Drafting of emergency and self-protection plans (NBA 2007), including registration with the corresponding official body, implementation, carrying out evacuation drills and their maintenance.
